This document, the Procedures for the Use of Risk Assessment under Part XV.1 of the Environmental Protection Act (Procedures document) describes the legislative and regulatory requirements for conducting and submitting risk assessment reports under the Environmental Protection Act and Ontario Regulation 153/04. This Procedures document also contains plain language guidance for risk assessment practitioners (e.g. consultants, qualified persons) on how to conduct risk assessment work and prepare risk assessment reports. The revised SCSs are contained in Tables 1-9 of the “Soil Ground Water and Sediment Standards for use Under Part XV.1 of the Environmental Protection Act”.

This document describes the process for developing the revised generic, soil and groundwater Site Condition Standards (SCSs) that are in Tables 1 through 9 of Ontario
Regulation 153/04 made under the Environmental Protection Act. The revised SCSs are contained in Tables 1-9 of the “Soil Ground Water and Sediment Standards for use Under Part XV.1 of the Environmental Protection Act”.

This Procedure document contains plain language guidance on how to conduct risk assessment work and draft a risk assessment report for submission to the Ministry of the Environment (the ministry) under section 168.5 of the Environmental Protection Act (EPA) and Schedule C in Ontario Regulation 153/04 Records of Site Condition (RSC) (the RSC Regulation).

This document has been prepared for the purpose of giving general guidance on conducting both human health and ecological risk assessments for site clean-ups in Ontario. The document introduces the process of risk assessment, provides guidance on conducting human health risk assessment for remediation of contaminated sites and provides a basic framework for conducting site specific ecological risk assessments.
